Bagby, Foroughi and Goodpasture, PLLC is a full service engineering and surveying firm located in Fredericksburg, Virginia. We provide a wide range of planning, engineering and surveying services to our municipal, industrial, and private sector clients. Originally formed in in 1984, our firm has grown rapidly and has consistently achieved an outstanding reputation for the quality and responsiveness of our services.

Bagby, Foroughi and Goodpasture, PLLC has consistently maintained a healthy workload over the past 33 years as a result of steady growth throughout the region during that same time frame. We maintain a workload that allows our firm to always meet the needs of our clients in a timely fashion.

We have performed a wide range of services throughout our history and are well qualified to support municipal, industrial and private sector clients. In the immediate Fredericksburg area, we have performed general civil engineering, planning and surveying services for over 500 residential, commercial and municipal clients.

Our diversified group of licensed professionals is ready to work with you and offers services in civil/site development engineering, land planning, land surveying, transportation planning, transportation engineering, and environmental engineering.

MICHAEL M. BAGBY, P.E., PROJECT ENGINEER/PROJECT MANAGER

Mr. Bagby’s experience includes civil engineering projects ranging from large-scale development to wastewater treatment. Prior to his work at Bagby, Foroughi and Goodpasture, he served as the District Engineer in the Richmond Office of the Virginia State Health Department, Division of Water Programs. Mr. Bagby also has significant experience with engineering consulting firms in Virginia involved in all phases of engineering work.

ANGELA N. FOROUGHI, P.E., PROJECT ENGINEER/PROJECT MANAGER

Mrs. Foroughi’s experience includes a variety of civil engineering projects ranging from large-scale development to government contracts. Prior to her work at Bagby, Foroughi and Goodpasture, she served as the Assistant District Administrator for Business, Programming and Investment Management for the Culpeper District at VDOT, Transportation & Land Use Director at VDOT Fredericksburg District, as well as Area Land Use Engineer and Assistant Residency Administrator at VDOT, and as the Civil Engineer (Roads) for the County of Stafford. Angela has significant experience with land development, planning, and engineering in a local and state government capacity.

RYAN K. FOROUGHI, P.E., PROJECT ENGINEER/PROJECT MANAGER

Mr. Foroughi’s experience includes a variety of civil engineering projects including large-scale development, planning feasibility studies, and community wastewater treatment projects. Mr. Foroughi’s professional mantra is “Superior Service, Engineering Excellence”, ensuring that “service” comes first. Prior to his work at Bagby, Foroughi and Goodpasture, Mr. Foroughi served as project engineer at Ross, France and Ratliff, a land development firm operating out of Prince William County.

MARK D. GOODPASTURE, L.S., SURVEY DIRECTOR

Mr. Goodpasture is the Licensed Land Surveyor and Survey Coordinator for all projects performed by Bagby, Foroughi and Goodpasture. He is responsible for the accumulation of all field survey information and for the construction stakeout services. He also deals with client relations and project management. He has more than thirty-nine years of experience in civil engineering and surveying and is responsible for the field and office survey personnel.
